England can bid for 2018 World Cup

BBC Sport are reporting that FIFA has unanimously voted to end their policy of continental rotation from the 2018 tournament, which means England who under the rotation scheme would have been unable to bid, will be able to do so.

The English FA has already expressed an interest in bidding and the FA putting together a bid package now seems increasingly likely and the new Wembley could host the 2018 World Cup Final.
